Did you successfully complete Steps 2-4 from the Digital Ocean Setup section of the repo? In particular, for Step 2, by following the Digital Ocean docs all the way through to

confirm that you have successfully granted write access to doctl

I deploy successfully on forem_do_regionn：nyc3 but fail on sfo3
the reason I failed the first time seems to be the region 。I'm guessing DO has region restrictions

Did you follow the DO docs to verify your write ability?

They specifically have you create a droplet on sfo3 - I don't know whether it's coincidence or design, but maybe it's worth trying if you want your droplet to be there instead.
