I'm looking for details about the tag categories. I was unable to find a way to add or use them. It would be great to have a way to have a few main tag categories or headings (single-level nesting). Thanks so much!

I'll just confirm what @ellativity said, the visibility of tag categories were removed in a pull request about a month ago, and that category dropdown is gone in the current version of Forem (if you're self-hosting Forem, the next system update will remove this functionality).
The notes on the PR suggest that the Tag's category field/data is not removed, but there's no way to see or set them in the current version.
The implementation of tag categories wasn't very extensible (there was no way to add or move the categories in the dropdown in admin before it was removed, which is what you're seeing) and didn't change tag behavior - the user facing tags page showed all tags evenly, regardless of any category set.
Thanks for this question @ecobrett - I believe the tag category menu won't be appearing in the Forem UI for much longer.
They're a part of the former DEV ecosystem that we haven't fully fleshed out for wider Forem adoption yet, so we will put them aside for attention in the future. Hopefully it will be the not-too-distant future, and we'll update y'all here on forem.dev when that happens!
