As in fully SCORM compliant with tests? That would be a lot of work π .
I think Moodle (which is open source) is fairly comprehensive and for rich lessons there is Adapt Learning (also open source). Both Moodle and Adapt can be used together π
I've been VERY fond of this kind of thing π
