If this was working previously, and then stopped, and consistently stops at this download + install step, it might be a quay account quota, or might be something related to network access. You probably want to check more into the build configuration, we aren't using quay to build the images, only to serve them (it's our image repository, but not our build process), so I don't know if we have any direct experience or tips to offer.
If the issue is only with the build process, you should be able to build (and tag) the image locally, then push to quay or dockerhub once it's done.

I have tried the original Forem repository without any changes, but the problem still persists. Might it be an account based problem?
